Many organisations use HMRC's trivial benefit exemption, which currently allows gifts of up to £50 per person, provided they're not cash, not contractual and not tied to performance. This applies to employees specifically. If you're rewarding people outside your organisation, such as customers or suppliers, different tax rules apply.
